Description

The Capital Fund Program is one of the most important - and most technical - funding streams in public housing administration. This course will give participants a complete understanding of the Capital Fund Program lifecycle - from understanding how funding is generated and its eligible uses to planning, budgeting, EPIC reporting, grant tracking, closeout, and audit readiness.


It will also walk participants through the planning framework behind successful Capital Fund administration, including the Five-Year Action Plan, annual planning requirements, physical needs assessments, energy audits, spending strategies, and long-term capital prioritization. Implementation topics such as obligation and expenditure requirements, grant management in EPIC, reporting expectations, documentation, internal tracking, closeout, and common compliance risks will be discussed.


Designed to be both foundational and practical, this course helps agencies connect capital planning, finance, compliance, and day-to-day operations - so Capital Fund dollars are planned effectively, spent correctly, tracked accurately, and defended with confidence.
